Update: On 12/2/2021 at 23:00 EST both the app and the developer show up on Google Play Store, not sure what happened previously.
I was able to set up the device earlier using the Mi Home app, and I can delete (unbind) the device there and then connect to the Roborock app. Note that deleting (unbinding) only removes the WiFi info from the device, and all the settings, including maps, stay and will be downloaded to the new app. Quite convenient if you just want to switch apps, but potential risks if you want to resell the device (there's a factory reset instruction on the website).
The Roborock app works fine with both Google Assistant and Alexa. But Mi Home only works with Google Assistant (use "Roborock MiHome", not "Mi Home").
